Dear Mr Johnson,
Admiralty letter, D.V.1113/1903 of 9th inst., is from the Department of the Director of Works (Colonel Raban R.E.) who deals with all general works questions; I only deal with the Loan Works.
The works shown on the enclosed Plan were commenced by our Contractors in February 1900, and the date for completion is September 1904.
The estimated cost is £1,275,500.

Assuming that an outlay of £1,275,500 will construct what
